Medical malpractice policy holder's rights

I am a general surgeon who held a medical malpractice policy with PHICO. My policy expiration date was 12/31/01. PHICO was put into rehabilitation by the state insurance commission on August 16, 2001, and a liquidation order was recently put into effect on February 1, 2002. I was never notified of this process. I was not aware that my policy would not be renewed until December. For this reason I have been unable to obtain new medical malpractice insurance coverage and have been out of work for 4 weeks now. I would like to know what my rights as a policy holder are. It would seem reasonable that I should have been notified at some point that PHICO was in trouble and that my policy was in danger of non-renewal before December.
